Error codes

I finally got started, and now I have some questions.

First, I have several bin files and it seems that there are 4 different versions for the 1228746. California-auto,california-manual, and regular auto and manual. Anyways, on all of these, some of the error codes are disabled. I thought all of them should be enabled. A few have stuff like the EGR codes disabled. I'm pretty sure these haven't been messed with because I got the same file form two different places (with different names) and they still have the same things disabled.

The california roms also seem to have very different EGR and IAC settings, is this due to the stricter emissions requirements?

The original .bin library that I put together for DIY-EFI.org has been copied, and reposted to so many different places you probably could go to 100 different sites, and be getting the same .bin file.
To gather the 500 or so .bins meant using whatever people were willing to donate, and it's entirely possible what were supposed to be originals weren't.

Between the EPA, and CARB there is no standard, so it's likely for there to be CA specific changes.
