a way to test a PROM?

is there a way to test a PROM with it out of the computer??

Define "Test a Prom".

If you mean verify that it was burnt correctly, yes, abosulely. Use the verify feature of your burner software.

i want to see if it is burnt up or not, i think that the chip itself is bad but i dont have any prom burnning software

You'll need a PROM burner/reader to confirm.
