You need scanning software, and a cable to connect your laptop to the ALDL port on your car. Even more important- read all those posts at the top of the DIY-Prom section that say they are "important/usefull". The information in those posts will answer this question and your next few questions as well.

If you already have a laptop, then no, at least not right now. See how far you get with the laptop. I haven't needed a scanner yet. However, I can see some cases where one could be quite useful.
