Open Loop vs Closed Loop

I know nothing about programming PROMs but have been reading most every post here.
What I would like to know is if you can use the open loop parameters to tailor the closed loop parameters?
The reason I ask, is that my car runs best when it is first started and still running in open loop. I wished it had this same crisp throttle response and power when it is in closed loop.
When you program a chip, do you only change the closed loop parameters? Or is the open loop something you also look at?
Keep the information coming guys, this is good stuff.
P.S. I'm still running the stock PROM but hope to remedy that before too long.

When talking ecm strategies kinda neet to know what ecm and application your talking about to have an accurate answer. You can keep the engine in closed loop by setting the O/L enable temp to like 255.
The O2 will always force a 14.7 (give or take) AFR when in closed loop.
Too rich, and too much timing always feels Good, but wastes gas, and shortens engine life.
By the same token a perfect chip gives perfect response, without wasting fuel, and shortening engine like.
Same thing to drive, just one is thousands of dollars cheaper
