It allows you to enter PE mode at one TPS (with the table value for %TPS vs RPM), and exit it when the TPS is reduced by this "PE TPS Hyst" value. The hyst means hysteresis. This provides a protection against "riding the line" between PE and non-PE, that requires a large TPS change to exit, rather than a very small change.
