I would liek to buy a used laptop computer off of ebay for cheap to use to scan my car and burn chips someday. What is the minimum you need for this? I would like win 95 at least though, but is it nessesary?

you do need a computer to scan your car right?

To run Diacom or Craigs, program you don't need much. Lots of guys use 486's. But you will probably need another computer to run tunercat, needs win95, might be pushing it for a 486. I bought a used P166 thinkpad on ebay for $200, it's nice because it's fast enough to run TC and a large excel file at the same time efficiently and it keeps all my car stuff on one the laptop, which is nice when you start helping out friends and your not at your house. And your friends will start to ask.
Bare bones probably a 486, but I'd recommend a bit better one, for ease of use.

Good luck
