$8D VE tuning

Rather than "sneeking up" to WOT by gradually increasing the %TPS
when PE activates, has anybody tried to tune the VE tables thru WOT
by disabling PE and using the BLM to selectively reduce an arbitrarily pre programed high VE table? Can the VE tables command enough fuel thru WOT without PE to avoid a dangerous lean condition?
It just seems to be less risky, if it is possible for the BLM to tell you how much to reduce to ideal right? I'm sure I'm missing something major, because I haven't read anything like this yet. I'm putting on my fire suit while I await the responses of the most experienced tuners. Go easy on me I've just started tuning and need to see if I'm understanding so far.

For why this can't be done go to chap 5 in the Tuning Guide book, under the '8063/'8746/'7747 ECM, there is a fueling logic write up.
