Learn Control - stuck off?

Learn Control - stuck off?
I started tuning today after months of... well not tuning. Anyway, my BLMS are stuck at 146 and int at 128... then I noticed that it's not going into learn control. It's going into closed loop just fine. I'm using $6E and I tried both my custom apyp bin and my stock one.... still nothing. The car refuses to learn anything new.
Ideas?

Check the calibration CTS threshold and the RPM limits. These are usually the culprits when learn won't activate.

Well I just got back from a test drive after checking everything... no bueno.
Basically I'm using a stock apyp bin with modified maf and spark tables... so for the car to be stuck with learn control disabled... I mean everyone that is using apyp should have this problem, and they don't... So what does that leave? Bad hardware? Could a bad MAF cause this somehow?
Would it help anyone if I posted my bin to look at?

In tunerpro it should definitely say learn control enabled after it goes into close loop correct? Or at least eventually while driving? No matter what bin I use, it never actually enables.... it always says disabled. The rich/lean flag meanwhile is constantly switching back and forth between rich and lean, the open/closed loop updates properly... they all work... but the learn control always says disabled.

Reset the ECM by disconnecting battery power to it. Can do this via unplugging the ECM, removing the fuse (under hood), or the battery cable dance.
Once that is done the BLMs will all be reset to 128.
If they move at all from 128 then the ECM is going into learn mode. Which would most likely mean that the wrong status bit is being displayed on the scan tool.
