You can program a new eeprom for it all you need is the tunerpro software and these 2 items http://www.moates.net/gp1-package-gm....html?cPath=64 and http://www.moates.net/burn2-chip-pro....html?cPath=64. You'll also want to pick up an OBD1 ALDL cable from the same site, so you can do some data logging.
I've personally reprogrammed my Old man's ecm in his 87 IROC, so who ever is telling you it's not possible is wrong.

Oh okay, thanks. So you're saying it's just like all the other computers that can be reprogrammed? 87 isn't different? Prom chip and everything?

Yep you can tune it like any other 3rd gen TPI ecm. The ecm in the 85 TPI cars was the oddball, but they are the same computer from 86-89. They just use slightly different software.
