EBL help

Im trying to tune my car and learn after learn it seems to be better but 2 things I cant figure out.
When I accelerate the fuel spikes lean and slowly adjusts (with the learns its getting better) but when cruising and Im off the gas it goes extremely rich to the point now that Im stalling the odd time.
When Im on the gas it runs stoich, off the pedal very rich while moving at any speed but at a dead stop it adjusts to stoich.
I have been trying to get my car running with the EBL for some time now with BobR's help, being a complete newb to this I find is taking a long time to get right.
Any help is appreciated.

Most likely open loop decel is set:

Option Word 3 - Bit 5 - OpDcl

Un-check that option flag for some VE Learns. Then when the decel fueling is close enough set the flag again.

Once the fueling is closer it is likely to start surging on decel (from proportional gains). Which going open loop on decel prevents. If it continues to lightly surge on decel once the open loop decel flag is set, add some VE back into the low MAP column(s) of the VE table.
