Where to obtain programmer and BIN editor

Hey guys this is my first post ever so if I've missed something on the FAQ's or a sticky let me apologize in advance. I've read the programming PROM's for your thirdgen fuel injected fbody and many of the other stickies. I'm wanting to buy all the equipment to burn my own prom but the information from those threads is several years old and according to the thread back then cost around $200 to buy the majority of the equipment. Looking around everything I can find costs almost triple that and I'm not sure if it's even the right stuff. Can someone point me in the right direction to buy the proper equipment so I know I'm buying what I need at an economical price? Any help is appreciated.
