I need a little help. Can someone take a look?

Anyone willing to take a look at this for me?
I managed to get my car fire up instantly, but it only idles for a second or two, then dies. If I give it gas, it dies. Eventually it will run on its own, but the idle jumps up and down between about 600 and 800 and pumps a ton of exhaust fumes into the garage - running very rich and the SES light stays on.
I swapped motors and need some help getting this thing running.

New setup:
355, forged flat top pistons
.525/.525 219/219 112cl cam
AFR 190 non Vortec heads, ported w/ 1.6 full rollers
Holley Stealth Ram, non Vortec
24# injectors
Hooker Shorties

What's gone now:
All emissions (EGR, AIR, etc)

I'd like to turn VATS off too. Is turning off the flag all I need to do? I'm doing a custom anti-theft setup and won't need VATS anymore.

It helps to list the ECM and mask in use. From the BIN dump appears to be $6E.

For VATs, un-checking the flag disables it in the ECM.

SES code is for 13, inactive O2 sensor.

You'll have to learn about tuning I'm afraid. Diagnosis is quite challenging as it could be tuning or hardware or mechanical or combinations. Lots of info in TGO forums. However you have to do some basic stuff to pin point where the problem is. That would help us help you.

The car has a Hypertech chip in it from the previous owner. I've had this car about 15 years now and this is the first time I've been into the computer.
I've decided to scrap what I was previously doing and switch over to the 32B mask, since what I've been reading says that's what came in my stock memcal ('88 GTA 350). I'm using the ARAP bin with it. Going to load it up in the emulator tomorrow probably and go from there.
The car runs fine with the Hypertech, just takes forever to start up cold. I swear I use half a gallon just getting it started.
