why does the ecm log the run time ?

The instructions within the BIN actually refer to the "Engine Run Time" through out its operation to ensure that various Sensors are operating properly.
E.G. The timer is used for "Cold, Warm and Hot" start to ignore the first few minutes the engine is running sol it won't trigger an SES O2 code (for not being in Closed Loop). Also, if the engine has been idleing too long, it will make the ECM go into "Open Loop" or if the O2 sensor is not varying between a certain voltage for a certain time it will trigger an SES code.
This is just a few, but there are a lot of SES codes that get triggered if the engine has been running over a certain period of time and certain sensors do not appear to be varying.
