EBL 4P Bin files locked out

EBL 4P Bin files locked out
Maybe someone can give me direction as to why my Bin files in Calibration are locked.
I was told by a person that knows RBob very well that it's a Windows problem.
I tried somethings I thought to unlock the files but to no avail.
People with IT knowledge would be greatly appreciated.
I want to reinstall set up CD but might not help solve the problem.

PS: Just ran Norton Power Eraser. Showed there was a file for EBL with a problem, which I removed, but my files are still locked.
I am using Norton as my protection when I use the web for years with no problems.

Don't know if this will help but with my old computer I had to right click the tunerPro icon and click "run as administrator" or it would not let me save changes in the bin.

As an update, paid an online web site to remove locked icons from my system. Haven't been to my car to see if I can do VE learn yet.
