Your TPS adjustment is a bit off, but not much. The voltage should be 0.54 volts when closed and 4.6 volts at WOT.
Your TPS is set at 0.6 volts when closed.

You could loosen the two TPS bolts and adjust the TPS sensor until you get 0% throttle in the WinALDL display.

so I should just adjust the throttle screw on the tbi? loosen it out a bit and then check it in winaldl?

From my experience with adjusting my "adjustable" Holley TPS I noticed no difference in idle. Infact it didn't do anything different. Your computer will just look for changes in the position. If the voltage goes from 1 to 4 in a wink the car says...PE mode
You can try and adjust the TPS sensor but there is an acceptable range that you are still in. I believe it's something like .45 to .85 is the acceptable voltage at idle and you want over 4 volts under WOT.

You should NOT adjust the position of the throttle, that will change your idle.

Look at the TPS sensor on one side of the throttle shaft. The two mounting holes are oval so you can adjust the relative position to the throttle shaft.

This is what it looks like:

I wish mine looked like that.. mine is just strait holes in it.. no adjustment to it at all.. I might play with the throttle adjustment on the tb because I had screwed with it when we first started my new engine up.. I turned it in to bring the idle up to 1500 for the first 15 mins and then truned it back down but it might not be down low engouh.. I think it idles around 700 rpm right now.. also from what I've heard before if you mess with the throttle adjustment and then turn the ignition off and start back up the iac will readjust accordingly.
