idle running fast

Hopefully everyone on this board isn't too pissed off to help out me out a bit.
I can't seem to figure what is controlling my motor to idle too fast. It wants to control the idle at about 975 to 1000 rpm... I have verified the the temp Vs. RPM and temp Vs. IAS position in the EPROM and with the ALDL. Even lowered the IAS Vs. temp to be sure. But it is controling the speed with the IAS. I can pull a vac hose and the RPM will speed up untill the IAS slows it down then when I plug the vac leak it will slow down until the IAS opens back up. (It is in closed loop)
350 Chevy crate motor 330hp vortec heads and manifold. no EGR and not changed in the EPROM
7747 ecm

This is an easy one since I just ran into it

The reason that the idle sticks at 1000rpms is because you have the scanner plugged in. When a scanner is plugged into a 747 system the ECM enters ALDL diagnostic mode and holds the idle to 1000rpms. Shut the car off for 30 seconds and restart without the scanner plugged in. Now its back to normal.

I have not had it unplugged since I converted it to the TBI. It settled down just as soon as it warmed up.:hail:
