Why does my electrical guage pulse with the blinkers?

what is the cause or causes?

A small voltmeter needle deflection to a slightly lower reading when a turn signal flashes on is normal.

I had the same problem with old Lincoln Mark 4. A taillight was bad. Because the taillight has the running, turning, and the brake lights in the same bulb and each circuit uses the same ground, the bulb had short in it. The voltage would bleed over into the other circuits. I believe you have a bad light bulb. I changed the taillight for 75 cents and the problem went away.
