Need Help with Computer

Engine: 305 LG4 Carb. (no ECM)
Transmission: TH700-R4
Need Help with Computer

In my car, I'm having some odd happenings. When the mechanic hooked up his diagnostic machine to the connector, the machine said that there was no computer there. Afterwards I used the paper clip and hooked pins 5 and 6 together and turned the ignition to on(without starting it), no "Service Engine Soon" light(only the choke light). Ever since I have owned the car the "Fasten Seat Belts" light has never come on. I can't figure what's going on, whether there's something wrong with the computer or if the wiring in the dash is all messed.

Also, no one can seem to find the computer, but according to the diagrams I've seen it's under the dash in the exact spot where I found a black box with wires going into it and a couple of numbers (37BG and 25074709). But everyone says it's supposed to be in a silver box, not black.

I'd appreciate any help I can get.

Canadian LG4's weren't computer equipped from the factory.
