Why are my fans always on?

Why are my fans always on?

My fans come on when I start the car and they stay on. It is not the fan switch or the relays. The computer is sending a ground signal to the relays when the car is running. If I disconnect the relays and start the car they don't come on. Here is the weird part. If while the car is still running I plug the relays back in, the fans will stay off. Anyone have a clue about this one?

My fast car is a '91 NSX, B&M adjustable fuel pressure regulator, Flowmaster exhaust, no cats, Cantrell Concepts Ram air system. Still love my GTA.
