i have a 91 firebird my headlights will sometimes go down and sometimes they wont ive taken one apart thinking it was the gear but the gear is fine inside is there a relay somewhere that might be bad?

This drove me nuts the first 2 weeks I had my car. Relay near the battery and the modulator on the firewall turned out to be my problem. The gears in mine where already rebuilt. Below is a link to a picture of my modulator that was my problem.
