145 Gauge Swap in a 1991? + tach problem

Hello,

Just bought my first Camaro and think I got a good deal. I got a 1991 RS it’s got a 305 TBI, and TH700 transmission, it’s also a convertible. I paid $1000.00 for it. It has 126,000 miles and a brand new transmission in it, the thing runs strong no smoke, it has clean interior, one dent on the front passenger fender. I’m looking for a new fender if you have one cheap let me know. Someone painted it yellow with black stripes, I’ll paint it GM artic white with the same stripes. Well the bad part’s are that I’m in Italy and no way I can go to a junk yard for parts and see if they work. The 1991 RS has a 110 speedometer and here in Europe we can actually drive at those speeds. So I want a 145MPH speedometer but I think that I need one out of a 90-92 Z28 right? The other years would be a different dash and won’t fit, has anyone ever done this? I also have a problem with the tachometer; it reads 6500 at idle and just pegs when I’m moving any thoughts? I can’t really just change parts in a local Auto Zone and am hoping someone might have some input so I don’t spend three weeks waiting on a part that doesn’t fix the problem. I will try to get pictures of the car up ASAP you won’t believe the shape it’s in WOW. Thanks you all for your help, an a big “THANK YOU” to the people who started and maintain this board it’s great!!!!
