Is this right?

Ok, I was reading an article in GMHTP magazine about a 350 TPI firebird and this part didn't make sense to me but intrigued me.

"What he had done was advance the timing and increased the fuel pressure. I figured I had nothing to lose, so I put the stock chip back in, turned the timing up to 12* and upped the fuel pressure to 51 psi." The Firebird responded big time, ripping off a 13.60 at 100 mph. What was perhaps most impressive about this is what the car didn't have. It was still on radial tires, stock manifolds, stock converter, and an unopened rearend."

This seems a bit far fetched and even if it was true, he'd get like 2 MPG right? anyone done this and gotten similar results or is it BS?

What's the part ?
I run 46-50 psi on my piddley modded 305 w/stock prom and still get 32mpg on the highway w/no hood, tops or side glass in.
13.60 out of a 350 isn't anything super special either.
A badly tuned prom will net worse performance gains than a stock one as well.

Well, I was more worried about the timing, not the fuel pressure increase. Also, for an almost entirely stock L98, running a 13.6 with just a flowmaster catback, 12 degrees advanced timing, and 51 PSI and no drag radials, headers, cam, head work, converter, shift kit, etc. I mean, those are usually what people use to get into the 13s. Just seems odd. I'll need a second opinion.

It's not all that out of the ordinary. If a L98 car has the right gearing option and isn't ragged, it's not impossible. I've seen many people on the boards here talk about bone stock 305 TPI 5speeds running nearly flat 14's.
o.4 seconds better with a 350 is not unreasonable. 12º advance with turbo blue 'gas' (somewhere in the 104 octane region) isn't exactly out of the question either.
It's not about expensive parts (well.. not completely) that makes a car go fast, it's how efficiently you can make the engine work that makes power.
I'm not saying is not BS, but, I'm saying it's not out of the question to be true either.

It's something I'm willing to try, but I'm worried about any negative repurcusions, it is an old motor and I don't want anything to happen to it before I get my 383. Currently the engine just has free mods and a flowmaster muffler and I'm running a 3.27, pulled off a best 14.6 and I was very pleased with it. I am getting a Stage III race spec tranny w/ corvette servo and 2200 stall converter. That should really help too. Then later some SLP headers, hooker catback, AFPR, and MSD ignition before I finally go out and spend big $$$ on a 383. If I can hit 13s with all those goodies before a 383, I will be VERY pleased.
