Easy fuse question

What would happen of only one side of a fuse made a connection in the fuse block, (i.e. you stick it in and just the hot side touches but the other side doesn't). Would it blow?

No, cause its not making a complete curcuit, it would just be an open curcuit till something closes like, putting the rest of the fuse in
