Headlights

When I turn my headlights on, for some oddly reason one headlight has the brights on and the other is dim. Why is this? this is when my brights are off and this happens. Is one of the headlights shot?

From: Selma, Ca (8th layer of hell in the summer)

check the wires connecting your lights, you might have the wires from your low beam hooked up to your high beam on that side
