Weird Choke Prob. Not Like All The Others

Alright guys. My problem is opposite of what everyone else talks about on the posts. My Choke light doesn't want to come on. 84' Z28305 ccc Q-jet.
NORMALLY when you turn the key to RUN the choke light is supposed to come on, indicating "no charge from alt." When you start the car and let it run, the light goes off and 12v is sent to choke stat.
With my car, the light doesn't come on at any point of this process. This happens 70% of the time. The other 30% it works as stated above(see NORMALLY.) When the light isn't coming on and I start the car, the choke doesn't open (no 12v), and I'm stuck with high idle.
Things I've replaced, but have had no results:
Choke Stat
Ignition Switch
Choke RelayX2

The only things that can S-O-M-E-T-I-M-E-S make it come back on to NORMAL is:
1)unplug and plug back in C-H fuse repeatedly, many times
2)turn the key to BULB TEST and hold it

WEIRD, HUH?
