Well considering they do go up, you may want to check the actuator which is located right near the radiator. Also check both of your relays. Generally if they go up then it is more then likely either the relays or actuator. That would be first on my checklist. Hope i helped some!

Aha, now i see that you have an 89 so that means ur relays are located on the firewall somewhere. Im pretty sure thats ur problem tho. Now the only problem is finding them.... sorry i have an 86 and i dont know where urs are man.

mine do the exact same thing, and yes, im pretty sure its a relay. but heres a trick incase your to lazy to change the relay for a while. when your headlights are on and you go to shut them off, shut off the switch like normal, then turn BACK on JUST the parking lights, and then kill it again. that should put your headlights down, it does mine. basically, i believe, it is doing the same thing the relay would, by cutting the power, and then giving a little extra bump afterwards. give it a shot, hope it works.
