torque conv lockup

My torque converter will not lock up. The conn is plugged in.
Also 4th gear will engage but slips and downshifts back into 3rd with pushed. Any Ideas?

do you have access to a scanner? You can tell by looking at one, Or this happened to mine, My brake/crusie switch was out of adjustment. Causing NO lockup. Also might try asking this on the tranny board.
