Okay, you're first problem is that the turn signal bulbs have two filaments, and most likely the low beam in the left light is dead.
Number 2: Check to see if the engine cranks when the gearshift is in Neutral (assuming you have an automatic transmission). If not, then the Neutral safety switch/reverse light switch needs adjusting. You will need a 9/32 socket or nutdriver to remove the screw under the ashtray and the screws under the console cover. Then you lift up the console cover after having removed the gearshift **** (pull the clip in the front out after having placed the **** in the First gear postion and it slides right off), unhook you switches and lighting and lighter (these can be a pain) and slide the cover all the way off. Now, you will need a 10mm socket to remove the console so that you can adjust the switch. There is one screw on a bracket under the gearshift indicator plate you have just removed and two inside the console pocket. Then you slide the console towards the back as far as you can and lift it up and out and set it on the pass seat. Now, there on the right side of the gearshift, attached to it with two 9/32 screws, is the switch. You will want to place the shifter in the Neutral position and turn the key to Start and hold it there, after having loosened the screws holding the switch to the shifter. Slide the switch towards the front of the car until the engine cranks. You are done. Put it all back together and be happy.
And not having a third high mount brake lamp (mine was removed and gone when I bought it) I wouldn't know, but I'm sure it's NOT supposed to be on when the headlights are on, seeing as how it's a BRAKE light.
