CTSY fuse wiring

CTSY fuse wiring
Ok, I have been desparately trying to figure out why my horn, hatch realease button, and dome light stopped working and I think I found the problem.
the CTSY fuse is very loose and one of the 2 slots that the fuse plugs into is damaged so it does not plug in at all.
Behind the fuse box, there is an orange wire going to one of those slots, but there is no wire going to the other slot, I am pretty sure it is supposed to be like that because there are other fuse slots that are similar.
If I were to get one of those Fuse Holders do I just wire ones side? What do i do to the other side?

Rather that having a mess in the fuse box, go to a junkyard and get a complete fuse panel and replace the one in your car. If you are lucky you will even get the fuses also.
