Cruise control without ecm?>

Is Cruise controlled by the computer at all? I've got a stealthram and commander 950 setup and my CC doesn't work. It hasn't for some time with the ECM which I was attributing to a broken vacuum line, now repaired.

The set switch is new, the actuator is factory. Where should I start looking, or should I remove it if the ecm controlled it?
