Radiator Fans Come On When I Check For SES Code
First of all, the car overheats when sitting because the fans dont kick on for some reason. I replaced the temp. sensor and the fan relay and still nothing. I did notice the SES light coming on. When I probe the diagnostics port to get the code, not only does it display code 12 (clear) but the radiator fans come on. When I pull the diagnostics key out, the fans go off. They wont come on any other time though. Dont know if the problem is related too but sometimes when I let the car run, shut it off, and try to start it back up it acts like its flooded. I have to wait for 5 minutes or so before it will start back up. Anyone have a clue what I should do? Trickster?

Check cooling fan switch in pass side head. Ground the single wire from the switch with key on and at least one fan should come on. Shouldn't be relay if they come on when checking codes (my 84 did that). Also try turning a/c on...should turn on second fan.
Fans coming on when checking for codes is normal, unless doing it through a datalogger.
If the relay is good, check the trigger wires for the relays. It sounds like they should be good, but it doesn't hurt to double check.
Do you have a stock PROM? If not, then see when you have it set to turn on the primary fan. The secondary fan is controlled by the fan switch. On some cars, the A/C pressure switch is connected to the first fan, and others the secondary, IIRC. My car is set up for the primary fan to trigger with A/C.

As 91Z28-350 has mentioned, it is normal for the fans to come on when you insert a scan tool to check for diagnostic codes. The fans should also come on when you turn the A/C on. Some area's that you can check will be in the info packet that I am e-mailing you.
