Gauge Cluster Shorting?

Gauge Cluster Shorting?

On the back of the 140 mph cluster I picked up from an 88-89 Formula, there are terminals E and IG, but these terminals are supposed to be Ground and +12V, respectively. On this cluster, I keep finding that the terminals are shorting. Following the traces from the terminals, I still can't find where they're shorting. I know that half of the illumination bulbs are lighting up (the tach and speedo are dark, that side of the cluster is just confusing me). Has anyone ever taken apart a gage cluster and experienced this problem?
