Wipers, Please help

Ok so the whole time ive owned this car the windshield wipers dont work. They only move in the high setting and even then they dont move out of the park position, just sliding up and down two inches. I got another motor and three other face plates, and also one extra turn signal arm. I have tried to get them all to work but with no succsess. My last guess is the switch. I cant seem to fine where the turn signal switch plugs in under the dash? Is it inside the coloumn?

The wire harness for it is located on the right side of the steering column under the dash on the column itself.

68rallysport , Did you solve the problem, I just swaped engines and reinstalled my wiper motor and have the exact same problem , only works in HI and only moves 2-3 inches from parked position. I checked wiring seened good not sure whats going on
