Don't feel bad the first time I had to hunt for the one in my '83.The convience center,as Chevy calls it,is just behind and to the left of the ALDL port. You have to remove the under dash panel to access it.You'll find the turn signal flasher, the control module for the lights/key minder/seat belt and the horn relay. It swings down like the fuse panel does. But why Chevy didn't provide an access panel is a mystery to me.And if your '89 is like my '83 the emergency flasher is mounted separatey up next to the steering column. At least this way they can't get mixed up I guess.
86 Z28 turn flasher location not where manual locates it
I've looked hard where the GM manual says it is located. Behind the IP to the right of the steering column. I can't see anything that looks like it.
The convenience center only has the relays for hazard flasher, horn relay, choke heater relay and the alarm buzzer. There are slots for another relay where on other year models the turn flasher relay has been located, but these aren't even loaded with contacts.
The schematic in the manual clearly shows that the above relays are located in the covenience center but that the turn flasher relay is not.
I'm stumped.

Its there. You have to take the cover off underneath the stearing wheel, and the flasher is tucked away, up is a little slot like area. it almost looks like a little holder for it, and u actually have to reach up in the area, and manuver it to get it out, but it is in there, that is if your Z is like my RS.
