I had this problem with my Can am which has the earlier Delco 10si alternator. Whenever the engine RPM was below 1200 or so the headlights and dash lights would pulse. I tried everything, from gound wire replacement to belt replacement. The old aternator was freshly rebuilt and had worked well for a year,I even took it to a shop and put it on a test jig and it had a solid 14V output. I ended up just putting another kit with diode trio, regulator, bridge rectifier and brushes in it and the problem went away.

If I had to hazard a guess I would say the bridge is bad.
