Another gas pump not priming

thanks for looking! well i have a 89 vert RS and the gas pump wasnt priming. I decided to change the gas pump, and that was not the problem. So now i have no idea what it is. It still wont prime, i read another post but its not clear as to where the relays are, what to check for. i plan on switching the ECM should this be my next move? the fuse by the battery (20) amp seems to be ok.... what should i do> i can hear the relay clicking also, but no priming!!!

Transmission: T5 untill it blows up from to much torque
Axle/Gears: Ford 9" /w auburn pro & 3.89's
Replacing the ecm is very rare and should be the last step taken. I would start by jumpering the fuel pump test lead to a12v source. I'm pretty sure in most camaro's, u can do it at the aldl.

The fuel pump relay is on the firewall on the drivers side near the brake booster just below the cowl. Just because it's clicking doesn't mean it's working.
