Their is a slight possibility of a very very small ammount of boost at idle, anything more than that and its just a restriction....

 

eBay sells them, I was just looking at them as a matter of fact.

Props to the sellers...they know how to take advantage of the common man who knows very little about internal combustion engines. And as mentioned it is nothing more than a restriction.
