Possible bad ECM?

Ok, I've got some problems here, this is an '86 T/A with a 305 TPI
- First of all, I've been running the WinALDL program on my laptop to watch what the engine is doing, it keeps switching the Rich flag on and off, mostly on. I don't have any error codes and most of the sensors, including the O2 sensor, are new.
- Secondly, my IAC is not adjusting itself, this is also a new part. I pulled it out of the throttle body and left it plugged in to see what is happening, I can feel the IAC motor running or trying to run, but the pintle is not moving. Because of this, I have to let the engine sit at idle for 5 minutes or more in cold weather so it warms up, otherwise it will stumble and die.
- Third, there seems to be a power drain originating at the ECM, if I leave it sit for a few days the battery is dead, but if I unplug the ECM it is fine. I checked all the grounds between the ECM, engine, and battery and there is no resistance. The 12V side is also fine.

I'm not sure if the previous owner modified the PROM chip, but I think it may not be stock because the car doesn't have VATS any more, I'm guessing it was eliminated in the PROM. That also makes me wonder if anything else was modified in the PROM to cause it to run rich. If anybody knows of a place where I can send the ECM and PROM to be looked over I would really appreciate it. I did come across a place where I can get a reman ECM for $75, but that doesn't include the PROM chip, so I still need to verify that the PROM is correct. I might also consider just buying a PROM chip with the base $6E programming for 86-89 but I'm not sure where to get one (my cold-start injector works, but I would be fine with eliminating it). I would really appreciate any help or suggestions with this. Thanks.

I also have the data log from WinALDL if anybody is familiar with it and would be able to look it over.
