speedo question and ecm issue

speedo question and ecm issue

Haven't drove the car since January, but when I got ready to start it the speedometer was pegged past 110mph. When I start it, the speedometer stays in the same place. I didn't mess with any related wiring since then, what could cause this?

Also I'm not getting any communication from my ebl to my laptop, but it seems to be functioning properly.

After a mile and some weird buzzing noises the speedometer started working.

Ebl is definitely functioning properly, but have not tried communications again.

For ebl to work, I need a serial port. I have been using a pcmcia to serial card for the past two years, but over the down time this winter, it stopped working.
I purchased another thinking that was the problem. It was not.

When I go to device manager, the driver information shows

"This device cannot start. (Code 10)"

Windows recommends reinstalling the drivers, which I have a bunch of times without any luck.

Any suggestions?
