When a fusible link blows it cuts off all current, correct? Can it degrade and produce a smaller amount of current?

Reason I ask, I'm trying to track down a charging problem but am getting 12v to both wires at the alternator's pigtail.

When a fusable link goes it passes no electricity , just like when a fuse blows.
