Tricky Headlights

Hey Guys, new to the forum and have gained a lot of info so thank you all very much. Fixing up my old 86 Firebird, 305 w/ 4bbl, for my son as his first car and have a problem with headlights. If you barely rock the switch foreward and find the "sweet spot" until lights completely raise they work fine. If you just simply push switch in as normal they come on but do not raise. I have replaced switch and actuator relays to no avail. Can't see anything obvious wrong with wiring and lights drop when you turn them back off. Could it be isolator relay?I can feel the relay click when rocking switch or just turning it on so I don't know. Thanks for any help.

Kind of an old post but I have the exact same problem with my 83 TA. I think the headlight motors are aftermarket but not sure. Let me know if you found out anything.
