Speedo and fuel guage not working

Car: 1992 Camaro RS
Engine: 305 cu in
Transmission: T5 (5-Speed Manual)
Axle/Gears: Stock (for now)
Speedo and fuel guage not working
I am working on a 92 RS (305/5-Speed manual). Picked up car for $800 from a guy so needless to say it has some issues that I've been tryin to work out.
First:
Speedo used to work MOST of the time and then sparatically go out (as in just fall down to zero, or completely max out and then fall back to zero, possibly bouncing around erratically anywhere in between there.). However it slowly got worse and is now mostly NOT working and only occassionaly working properly. Odometer doesn't work whenever speedo is out (if that helps). Wondering if this is an electrical issue (wire shorting out, etc.) or if this is a mechanical issue (speedo cable, something to do with transmision, etc.)?? any ideas? I have never done instrument work before so even little things woud be helpful.
Second:
Fuel gauge is not working and I'm thinking its the sender. I have heard from people that to get to the sender you need to drop the tank and the rearend? is this true? If that is the case I would probably have to have it done by a mechanic as I dont have a good enough shop space to do such a procedure. if anyone knows an easier way or other possibilities for broken fuel guage please let me know.

Speed Reading
The speedometer and odometer gets its information VIA a Vehicle Speed Sensor (VSS).
There is no mechanical speedometer cable.
Scan your ECM.
When the VSS goes bad code 24 should appear.
You can test the fuel gage by disconnecting the sensor line and connect a 47Ω resistor from the point you removed the sensor line, and connect the other end of the resistor to ground.
Turn the key on RUN.
If the gage indicates approximately half full the gage is good.

If People Drove Any Slower Theyd Be Going Backwards
Fog lights are not driving lights. They look doofy. Turn em off slow pokes.
How bout those nervous nellies too scared to drive without headlights on in the daytime or if there is a little rain!
