headlight wont go down

i am having problems with my flip up lights, the driver's side one wont move...i thought it could be the motor, but then someone told me it could be the headlight module. what happened is it appears as though a wire somehow shorted out next to the motor and blew a fuse, i replaced the fuse and fixed the broken wire, but the driver's side light still wont go down, but the passenger side works flawlessly.
if it were the headlight module wouldnt it have blown out the whole thing?
and also anyone have any idea on how to isolate testing on either the module or the motor? ive tried jumping the motor from the connectors on the other side, and nothing, but it wouldnt work the opposite way either.
is it possible the motor and the module both blew out?
its a daily driver so its hard to work on a lot and i'd really like to drive with them both working properly, if anyone has any tips or advice please let me know! ive tried haynes manual and all that did was show me that the only things that could be wrong are the module or the motor lol
