Re: dash harness
I would assume they are slightly different for different dashes - like some 'Birds have digital guages, Belinetta's had digital stuff, later years had airbags, electric speedos vs. mechanical cables, and VATS, etc. But maybe all that difference is in the guages and not the main harnesses - I don't know - but I would think it would be safe to assume different guage packages had slightly different harnesses.
Re: dash harness
From 82-92 across the Camaro/Firebird line the dash harnesses have many changes. If you need a dash harness for a 1987 Formula, you should probably try to get a harness from as close a year/model car as you can find. I wouldn't expect a harness more then a few years different to work, probably like 86-88 or 89 in a Formula or Trans Am would work. 90 up are going to have different harnesses for the dash change and airbag, 85-down have mechanical speedometers. Also if you have a carbed car, you need carbed harness, TPI needs a TPI harness in most cases.
Unless the harness burned to the ground it's probably easier to fix the existing harness.

Re: dash harness
The dash harness works a LOT more than the radio. So if thats all the hacked up, it would be loads easier to fix it then replace the whole dash harness.
Re: dash harness
Interchange is 86-88. Some minor changes occurred over the year set as youll find when you install it
Be well aware that bird and camaros have night and day different dash harnesses
Original carb cars had unique dash harnesses as well
For just a radio chop, Id remove and repair it vs replace, its just not worth the effort to locate a replacement and do the actual job (Its a PITA). Replacement becomes a viable option when nearly every area has significant cuts, fire damage, or a shorted wire melted a large section out
