Passanger side head light issure.

I was working on my car replacing some things, and i noticed that the head light wiring was tapped. (the wires going to the pump not the light it self)
a gray and green wire, and i started to unravel the tape and then they touched and sparked....
Now the light wont open when i flip the switch but the driver side does.
Is it a fuse?? i looked at the fuses in the car and they all looked good.
So im thinking i blew something but don't know what.

Help please!!

What year car? The headlamp motor fuses are usually on the convenience center. It's under the drivers side of the dash, between the steering column and the center console.

A 1990 firebird.
Soo its not on the regular fuse box on the left under the wheel?

Soo i know the convenience center is there but i can't find it for the life of me, i removed the plastic piece so i can see every thing under the dash.

Any help??
