Car: 1991 camaro RS

Engine: 305 tbi

Transmission: automatic

fuel pump fuse

simple question cant seem to find an answer. the 20amp fuse by the battery that connects to an orange wire going the the ecm and a red wire going???? is the red supposed to be a ground? or is it supposed to be powered?

red end runs to the battery (well actually the power dist block).
