Black Ground Wire for E-brake Light Wire?

Black Ground Wire for E-brake Light Wire?
Finally getting around to putting my interior back together. One thing is completely puzzling me. The orange wire that powers the "Brake" light on the dash (signifiying the e-brake is engaged) has a black wire taped along with it. I know where the orange wire clips to, but this black wire is a mystery. I've looked at cars at junk yards, friend's car, and no one else has this black wire. Whenever I attach this orange e-brake wire (and leave the black one unattached since I have no idea where it goes), the accessory fuse will blow if this black wire connector touches any metal.

It sounds like the PO had an accessory which he removed before selling the car.
Tape it and “park it” in a safe place where it can‘t short, or remove it so it won’t cause a problem.
