A Relay Wrong Answer
Headlights:
Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe the 12 AWG red wire going to the headlight switch.
Is there power there?
If no, check for a bad fusible link near the battery.
Now, put the switch in the headlights on position.
Probe the yellow wire at the switch.
Is there power there?
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
Wipers:
You can probe the wires at the steering column connector.
The connector is a flattish type with about 11 wires.
Probe the 16 AWG WHITE wire entering the steering column to see if it has power when the key is in the RUN position.
If it does, turn the wiper switch to the HI position, then probe the purple wire, then the gray wire.
Each should have power.
If it isnt getting voltage in, trace it back to the fuse.
If it puts out voltage when you cycle it see if its making it to the wiper motor.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
Horn:
Connect a voltmeter to pin J of the horn relay, (you can remove the relay and probe the socket which might make it easier) what is the reading on the voltmeter?
Now press the horn button on the steering wheel, now what is the reading on the voltmeter?

Too Slow Is NEVER Good
Do the test with the car running, and the RPM at least 1200.
If the wipers still operate too slow, measure the voltage at the wipers.
You want to see at least 13 volts.
