Horn and headlights?

Car: 1989 Pontiac Trans Am
Engine: 5.0 TPI LB9
Transmission: 700r4
Axle/Gears: 10-bolt 2.73
Horn and headlights?
So my horn(s) dont work, unhooked the two original, hooked up a replacement from o reilly. none work. Checked all fuses, everything looks good, looked at all the grounds i could find, all are cleaned and tight.
Also! headlights wont go up or down on their own at all. i have to get in and twist them manually :S
any ideas here?
help would be much appreciated on the horn so i can get this baby legal and on the road!!
