All Lights Flickering

Start off by saying I am completely new to the forum i just bought a 1992 RS with a 305 V8 last week. One of the issues that have just popped up is all the lights flickering in the vehicle while its running, this only happens when the engine is running when the engine is off and its just the battery everything is on just fine. I am a car moron so any advice would be appreciated on where to check and please break it down Barney Style as i tend to have a relaxed brain when it comes to cars. For the record I am fairly certain my battery and alternator are in good working order the Volt gauge also tends to jump back and forth from 13 to 18

Have the alternator tested - mine did this, turned out my alternator (new) was overcharging the system. Any auto parts store will test alternator for free in the car.
